They probably cannot do anything with it, but I did post the link on the Carlsbad City Police Department facebook page. My understanding is for infractions an officer must be present to cite, for Misdemeanors or felonies they can use video evidence.

Not that what he did was okay, but it appeared that he was aware of you coming up on his right and the white car turning left and maybe he thought it was time to go!
