Weight Assy. What is it??

I noticed on my recently purchased 2001 FZ1, that there is a rubber piece behind the right side passenger foot peg called the Weight Assy 5LV-2622J-00-00. It's not on the left side. I thought maybe it was just missing, but it doesn't show up on the parts manual. It's number 61 on the link.

Any idea what its purpose is? Why only on one side?
