sub throttle flie position

in the process of installing pc3 & doing little service , is it correct the sub flies sit partially open once they have cycled or should they sit horizontal to the chambers ,, looking at the adjuster screw I've a feeling they have been messed with in the past ,, is there a set up method or any pics of them to give me a clue
