what are the odds that my carbs are rejetted?

I just bought myself my first Fz1 (2003). It has a yoshi slipon, RS-1 which is pretty quiet I thought. However my main issue is the bike has some lean surge and light throttle. The previous owner said he "thinks" it was rejetted. After inspection of the carbs I noticed the idle mixture screw plugs are still there undrilled. What do you guys think the odds are that the carbs have actually been rejetted?

If the mixture screws are still sealed behind caps there is no jet kit installed.
