Pannier bracket

Hi All,
Does anyone have any idea which panniers this bracket is for. It was on my bike when I bought it, and I would like to source what panniers I should get. Solid aluminium, quite thick, bolts on to the 4 bolts under the tailpiece that the fender eliminator bolts to.

It's a cool looking bracket. I've never seen it before. I'm assuming it's custom since where that bracket mounts is not very strong at all.

It is probably custom made, but the 4 bolts it attaches to are pretty sturdy (8mm). Herewit a pic of it fitted before I took it off.. I think any rigid pannier could be customised to fit. We get so ripped off here in SA with prices, that the previous owner more than likely had it made for him.
