Without looking at my bike... It looks like a crash washer under it so I'd give it a 1/8" to 1/4" turn to tighten but not a lot. See if that stops the oil from weeping out.

Thank you- I was a little skeptical about it being the only one and its location to the valve train.Still I cant find its purpose on any drawings or manuals or forums. I suppose it could be a bleed port or place for pressure check, thread size seems small though for the later- I was mainly afraid of springs or balls on other end of it .What looks like a crush washer is actually a tiny bit of oil at base of bolt,I did as you mentioned and gently snugged it up .If its just a bolt I can make it stop/soft washer, thread tape at base, alcohol cotton swab and permatex(Thanks again for the reply)

Ok I put on my glasses an it does appear to be a copper washer behind bolt , getting old
