Installing steering head bearings?

Okay guys, I got some All Balls tapered steering head bearings in to replace my factory ones as there was a few divets in the outer race on the stock ones from when the bike was laid over. What's the best method to get the outer races in and the inner race on the steering stem. I've gotten all the old ones out, they are definitely a tight fit and using the old outer race and a rubber mallet didn't get them seated all the way and they kept getting off (one side would go in a little farther than the other making it not want to seat anymore. I'm thinking of getting some threaded rod and nuts/washers and making a homemade press. I threw the outer races into the freezer so they will shrink a little and hopefully go in a little easier.

Hey Spencer, I used the Harbor Freight bearing installer kit and it worked great on the tapered bearings from All Balls. I'm at work now but if you need the SKU number I'll post it later.
