Is there something I can buy to lower my handlebars. I don't want the clamp on ones. I have a 09 fz1

One popular option is to lower the top triple through the forks. Do a search of the forum and you should be able to find some instructions.
Another option is to buy (or find) a set of handlebar risers that are lower than stock. I took this option and used FZ8 risers, which are direct bolt-on replacements (with a few adjustments here and there). SV650 risers apparently work well, as do a few others. Again, do a search of the forum and you should be able to find some good options.
I used FZ8 risers and ran into a few problems, but solved them quickly thereafter;

How much lower? Closer or further forward? You could do shorter risers, Helibars if still available, or Convertibars depending on what you are looking for in adjustment.
