How do you get to the bolts to the handle bar?

Those small plastic chrome caps pop right off the top clamp with a small flathead.
You can then get to the allen heads. Make sure you put it back on correctly, tighten the two front bolts first always, then the two rear bolts which are the ones that actually clamp on the bar.
