Those pipes are for overflow if a float gets stuck open. You might be able to tap the bowl(s) and free the stuck float. But realistically a carb cleaning and rebuild is in order.

Check the green connector under the tank. Make sure it’s seated into the base of the sending unit. They have a tendency to get pulled out a bit if you raise the tank too far.

Mystery solved. Carb #2 float bowl seal didn’t seat properly and had malformed when I rebuild them recently, thus the leaking. Now, no more leaking.

Carb 2 in particular continues to leak down the face of the float bowl and drip off the bowl drain.
I did a thorough rebuild as they were all looking this way and I thought maybe the bowl gaskets were long overdue for a change.

Just my 2-cents, but the gen 2 FZ had upside down forks and really just needed stiffer springs, unless you’re jockey-sized. But if you find a good deal on R1 forks go for it. Be prepared to deal w/possible triple tree swap. Not sure on that. Dig around on the conversion and see what’s needed...
Let us know how that “not too big of a deal” works out for you. I’ve done this job twice now on my ‘02. It’s not rocket science but it’s not a 2 beer job either.
