I totally agree the FZ1 is weak in the low, mid and Hell no a naked would not be fun at speed. :D
Doubt I'd enjoy a bike without a windscreen at speed, hell my bike sucked at speed until I went to the magical racing screen.

but a stock s1000rr makes 65 ftlbs @ 4500 rpm and peaks at 79-80 ftlbs ............. did the standard really need 7ftlb under 7500 rpm at the cost of losing 33hp and a 2000rpm lower redline ???
That 160hp is BWM'S rating at the crank......... Just for comparisons sake Yamaha rates the FZ1 at 150hp at the crank and they run 126-130hp on the dyno ( stock )
I'd imagine at the rear wheel on the dyno where going to see about 140hp or even less.

I've been riding 29 years and my opinion 99.9% of street riders will benefit from ABS and traction control when things get ugly.
If the Ninja had ABS available when I bought my FZ1 I would have purchased the Ninja...

I'd be happy with a GSXR,R1,ZX10 or CBR based bike that's thousands less expensive.
Just like the current Japanese liter bikes are thousands less than the European bikes.
First thing I would do is just loosen all 3 bolts ( just a little ) then slowly torque them to spec. Just a fraction at a time for each bolt moving between the 3 ,so your slowly increasing the torque evenly.
You could also try a small dab of RTV copper sealant between the washer and bolt...
