Choke cable mystery (HELP)

OK the frustration has hit the ceiling. My choke lever moves the choke cable near the carbs but the choke does not seem to engage upon starting. So I have to get the bike started without the choke on! I'm in Ottawa Canada and the weather is warm now so it helps! But still the lever is moving the choke cable at the carbs but like I said the choke is not engaging! Plz any help is appreciated

Is this something new or has it been a problem for a while?

How does it run after it is up to temp?

Is the performance flat at small throttle openings?

Have the carbs been apart?

Does the bike have a jet kit?

ok update after closer investigation the starter plunger link has snapped. thanks to all who view and the one reply. So now I'm on the hunt for carb parts specifically the starter link.
